The state of Utah has delegated the entirety of its right to counsel obligations to county governments to fund and administer – the state makes no fiscal contribution whatsoever. Each county makes its own determination about how to provide services, and at what level to fund those services each year. By and large, each Utah county provides representation through a single or series of flat fee contracts with private individuals or law firms.

Regardless of the local systems’ delivery method, every county is responsible for providing all levels of right to counsel representation, including: adult and juvenile; misdemeanor, felony and capital; trial and direct appeal.
